The engineering counter is located in the main lobby of the IRWD Offices at 15600 Sand Canyon Avenue in Irvine.
Please note the engineering counter hours of operation below:

Monday - Thursday: 8am - 4:30pm
Every other Friday: 8am - 4:00pm

  • Submitting or Picking up Improvement Plans: Development and improvement plans are reviewed for conformance to the District Standards. Submittal requirements can be found in the IRWD Procedural Guidelines, available below.
  • Application for a Temporary or Permanent Water Meter: Information on what to bring when submitting meter applications is included on the Meter Requirements Sheet for both residential and non-residential properties. Because this is an extensive list of requirements, please review this list (available below) prior to visiting the Engineering Counter.
  • Not Sure if you need to Submit Plans for Approval? Bring your plans to the Engineering counter to discuss requirements with one of the IRWD Development Services engineers.
